MONDAY – September 25

CMI Subcommittee (jointly held with the IEEE 1484.11 working group)

Jack Hyde (FlightSafety Boeing) review proposed changes to CMI-001, Guidelines for Interoperability.  The new changes will be voted on by an email vote after the meeting.  This will become version 3.4.  Both AICC and IEEE participants discussed how best to get final approval for this standard from the IEEE.  It was determined that the length and scope of CMI-001 would cause it to fail an IEEE vote.   A IEEE task force will review the document and generate a version dealing with core compliance only, and that version of the AICC Guidelines for Interoperability would be submitted to the IEEE for approval.  The remaining compliance levels would be added to the base IEEE standard incrementally over the next few years to reflect the totality of CMI-001.  (presentation slides)

Independent Test Lab Subcommittee

Bill McDonald (FlightSafety-Boeing) reported that both test labs have finished testing and are awaiting review from the vendors of the test reports.  These reports should be released in the near future.  Three more vendors are awaiting tests of their products.  The labs have now performed tests of learning management systems, an authoring system, and courseware.  (presentation slides)

Debbie Adams (Boeing Aerospace) reported the results of SCORM PlugFest II, sponsored by ADL and hled at one of their labs at the University of Wisconsin.  She reported that Boeing had implemented the SCORM standard into a lesson and successfully demonstrated interoperability with Saba, Pathlore, and ToolBook software.  (reference www.adlnet.org).  Note:  The SCORM standard uses AICC core compliance. Courseware Technology Subcommittee (jointly held with IEEE 1484.6 and 1484.10 working groups)

Bill McDonald (FlightSafety-Boeing) and described the IEEE efforts to develop the 1484.10 specification.  It is based on AICC documents CRS-004 and AGR-007.  Four levels of compliance to courseware interchange were reviewed and discussed.  (presentation slides)  Frank Farance (Farance, Inc.) expanded on the work being done by IEEE in course sequencing.  Bindings will eventually be .tcl or .xml.  The IMS is working on question-test interchange (QTI) and content management.  (presentation slides) 

Robby Robson (Saba) discussed the future of SCORM.  SCORM has moved us from the past into the future, supporting the community of innovation with standardization.   The current SCORM standard is based on a client-server model with a CMI-derived data model, API-based communication, AICC-style course structures, question and test results, and content packaging.  This is enough to move the industry to the next level.  SCORM 2 will be architecture-driven, based on a distributed system model with messaging and communication protocols, sequencing and navigation, data models which include learner profiles, and reusable objects at any level of granularity.  SCORM 3 will be reflect adaptive learner-centered paradigms and true internationalization.  (presentation slides)

Simulation and Smart Graphics Subcommittee (jointly held with IEEE 1484.7 working group)

Gary Morrison (US Airways) reviewed the status of Smart Graphics.  Smart Graphics can help in developing electronic displays, embedding images in tutorials, using images in simulations and publications.  Currently, Smarg Graphics are being defined in three levels with the highest level being simulation.  The AICC should follow the development of the .svg specification being promoted by Adobe, Macromedia, and others.   (presentation slides)  Frank Farance (Farance Edutool) described a framework for Smart Graphics, discussing the environment/API, transactions, prototocol configuration, element conversion, performation negotiation, and device specifications.  (presentation slides)

TUESDAY – September 26

Web Portals

Jack Hyde (FlightSafety Boeing) described the new FSB eLearning web site.  They believe the Internet can improve reliability and effectiveness of training while reducing the cost.  Bob Daugherty (Intellinix/Ernst & Young) described LEAP [Learning Environment to Accelerate Performance] developed by his organization.  They currently offer 10,000 hours of web-based learning.  (presentation slides)   Mike Sharp (Honeywell) demonstrated their new web-based FMC simulation trainer.

Learning Management Systems

Dr. Prasad Giri (United) described efforts at UAL to select a learning management system vendor.

Management Processes

Yvonne Johnson (Boeing Aerospace) led a discussion of possible new projects for the AICC related to the management of instructional design and development.  Several ideas emerged:  what is good CBT or WBT?  What are quality metrics associated with its development and implementation?  What are effective models for its analysis, design, development, implementation, and evaluation?  What are levels of interactivity?  The AICC will consider some of these issues for future projects in a new subcommittee. CMI Subcommittee

Jack Hyde (FSB) described several proposals for CMI system conformance testing.   These will be voted on by email after the meeting.  (presentation slides)

DELS Subcommittee

Bernard Bouyt (Airbus) presented the results of a World Training Survey developed by the AICC and administered by the web to over 100 individuals from June 30 to Sept 30 this year.  His results compared those from an aviation-related organization to all others.  Results are available on the AICC web site.   (presentation slides)

WEDNESDAY – September 27

Collaboration Between Simulation and Instruction

Dr. Allen Munro (University of Southern California) demonstrated and described the connectedness and interoperabilility between SimBase and VIVIDS, SCORM-compliant open architecture systems developed at USC to support simulation-centered training.  The design concept is based on instructional atoms for presentation, model, model view, Q&A, control, command, JavaScript, and aggregate functions.  VIVIDS is able to export specifications for its instructional content.  Apren Corporation will commercialize these products.  (presentation slides)

Simulation and Smart Graphics Subcommittee

Gary Morrison (US Airways) led a discussion to finalize the definition of a smart graphic and to determine the levels of smart graphics.  Ian Wright (Vega Group) led a discussion on re-usability and re-configurability of graphics.  (presentation slides)

Windows and Operating Systems Subcommittee

Ian Wright (Vega Group) led a discussion on Windows and all of its new variations on the market.  The subcommittee talked about the demise of DOS and its impact on legacy courseware in aviation.  He then reviewed proposed changes to AGR-004.  These will be available for review in October and a vote will be conducted in November.  (presentation slides)   Frank Farance (Farance Edutool) reported on the IEEE's efforts to specify platform and media profiles. 

PAPI:  A Student Data Model for Aviation Training

Frank Farance (Farance Edutool) described his organization's work in developing a comprehensive training management system specification.  This work can be found at http://edutool.com/papi.  He proposed that it become a future AICC project.  (presentation slides)

Web-Based Training Technology

Bernard Bouyt (Airbus) summarized the work being done by an ATA104 task force on web-based training technology.  He is a member of that task force.  It is chaired by Mike Medley.  (presentation slides)

THURSDAY – September 28

Executive Committee

Scott Bergstrom (AICC) reported several items of executive committee business:

  • Several changes have been made to the bylaws.  A draft will be distributed to voting members for review and comment following the meeting.  A vote will conducted by email in early November.

  • The cost of an AICC voting membership was reduced to $2,000 (USD) per year.
  • Election of AICC officers will be held at the January meeting in Long Beach.  Nominations for members-at-large (2 vendors, 2 airlines, and 2 airframe manufacturers) can be sent to the AICC Administrator (admin@aicc.org) .  Candidates will be qualified by the administrator who will determine that the candidate's organization is a member in good standing and meets qualifications stipulated in the bylaws.  Ballots will be emailed to voting members a week prior to the meeting.
